Chester A. Arthur was the 21st President of the United States, serving from 1881-1885. He was vice-president under James A. Garfield and assumed office after Garfield's assassination. Arthur is known for his efforts to reform the civil service, including the Pendleton Civil Service Reform Act, which aimed to make government jobs more merit-based. He also oversaw the completion of the Washington Monument and the establishment of Yellowstone National Park as the world's first national park. He died in 1886, a year after leaving office.
